Governor Charlie Crist signed House Bill 1269, the Black Infant Mortality Bill, in July of 2007. Grant awards were made to 6 urban counties-- Hillsborough, Duval, Palm Beach, Orange, Dade, Broward and two rural counties--Gadsden and Putnam. The Initiative was administered by the Florida Department of Health. The University of South Florida and Florida A&M University were contracted to develop the general research methodology and provide training and technical assistance throughout the initiative.
